"Cigan" was one of the most successful and loved canines in the Western
States Police Canine Association. Although his life was cut short,
he was loved by many. Cigan was born in Czechoslovakia on 12/09/93.
He was purchased in February, 1995 and imported to America. Cigan
was certified for patrol on 10/05/95 and was handled by Deputy Fran Hedberg.
Cigan loved competing in K-9 competitions and did very well. His
first year competing, 1996, he competed in six trials ( Manteca Police
Trial, Modesto Police Trial, Lodi Police Trial, Stockton Police Trial and
Western States-Reno Trial). He placed as follows: Galt Police Trial-1st
Place Novice Division, 3rd Place Overall, 4th Place Search. Lodi
Police Trial-2nd Place Agility, Western States (Reno)-2nd Place Overall,
5th Place Protection. In 1997, Deputy Hedberg and K9 "Cigan" competed
in eight trials. Manteca Police Trial, Sacramento Police Trial, California
Police Summer Games in Fresno, San Joaquin County Sheriff's Trial, Modesto
Police Trial, Lodi Police Trial, Stockton Police Trial & Western States
(Sacramento). Cigan won the following awards during that competition
year. Manteca Police Trial-3rd Place Agility, Sacramento Police Trial-3rd
Place Agility, 5th Place Search, 5th Place Obedience, Police Summer Games
(Fresno)-5th Place (bronze medal) Search, San Joaquin County Sheriff's
Trial-4th Place Protection, Modesto Police Trial-1st Place Search, 2nd
Place Agility, 3rd Place Overall, 4th Place Obedience, 5th Place Protection,
Stockton Police Trial-2nd Place Agility, 5th Place Protection, Western
States (Sacramento)-2nd Place Protection, 2nd Place Overall, 5th Place
Search. Cigan's outstanding performance lead him to placing him in 3rd
Place for the W.S.P.C.A.'s Top Dog of the year. In 1998, Deputy Hedberg
& K9 "Cigan" again competed in eight trials. Manteca Police Trial,
Sacramento Police Trial, California Police Summer Games in Concord, Art
O'Keefe Invitational Trial, Folsom Police Trial, Modesto Police Trial,
Lodi Police Trial, Western States (Stockton). K9 "Cigan won the following
awards that season. Sacramento Police Trial-2nd Place Agility, 3rd
Place Obedience, Art O'Keefe Invitational Trial-1st Place Obedience team,
2nd Place Overall team, 3rd Place Overall individual high score, Folsom
Police Trial-4th Place Overall, Chief's Trophy, Modesto Police Trial-4th
Place Overall, 4th Place Search, 5th Place Agility, Chief's Trophy, Lodi
Police Trial-1st Place Overall, 2nd Place Protection, 4th Place Agility,
Chief's Trophy, Western States (Stockton)-3rd Place Obedience, 4th Place
Agility. Cigan's impressive performance lead him to finishing in
2nd for the W.S.P.C.A.'s Top Dog of the year. In 1999, Cigan started having
medical problems and doctors were having difficulty diagnosing his illness.
On April 21, 1999, Cigan was taken to U.C. Davis Veterinary Hospital.
Cigan was thought to have disseminated fungal disease. He underwent
surgery to remove his spleen and do a biopsy. The surgery went well
and Cigan went home April 30,1999. On May 1,1999 Cigan became lethargic
and unable to stand. Deputy Hedberg rushed Cigan back to U.C. Davis,
but Cigan died while en-route. The tragic unexpected death of Cigan
was a great loss the San Joaquin County Sheriff's Department and Deputy
Hedberg. All of us who were fortunate and had the honor to know Cigan
were saddened at hearing the news. Cigan will be missed by all but
his memory will always live on.

In
their time together, LaPorte City Police Officer Dan Reed used a knotted
towel to reward his K-9 partner Jupp for his achievements in the field
— a towel he loved to chew on. Over the years, the two of them worked side-by-side
finding drugs and catching criminals. Reed considered the dog his third
child. Early Friday morning, the K-9 was found dead in his kennel, after
nearly six years of service with the LaPorte City Police Department. Not
uncommon in larger dogs, Jupp’s stomach turned over, blocking the oxygen
to his body. Still, the death was unexpected. “It’s sad. He was a part
of this department,” said LaPorte City Police Chief Walter Brath. Reed
spent eight hours a day with his partner at work. When off-duty, the two
played together at home with Reed’s wife and two small children as the
family pet. “He was a part of the family,” Reed said of his love for the
animal. After finding the lifeless body of his partner and friend Friday
morning, Reed was devastated. “He’s going to be greatly missed by a lot
of people in the community,” he said of the 8-year-old canine. “He made
an appearance at a lot of public functions.” He would have been nine in
January. Jupp, the fifth LaPorte City Police dog, was always excited to
go to work. Born in Frankfurt, Germany, he specialized in narcotics, tracking,
building and area searches and apprehension work. He was trained in finding
five drugs, including cocaine, marijuana, LSD, heroine and methamphetamines,
as well as Ecstasy. He was also a member of the city’s SWAT team, arriving
at the department in December 1997. For three years, Jupp was the only
patrol dog in LaPorte and Porter counties before the LaPorte County Sheriff's
Department purchased Arras and Branca, two Belgian Malinois who specialize
in bomb and narcotics detection. He would have retired at 10 years old.“I’m
going to miss everything about him. He was a great companion and a great
partner,” Reed said. At this point, the department is looking into their
options about whether or not to replace Jupp. “We’re just not sure right
now. Dogs and training are expensive,” said Brath. When the decision is
made, Reed will be waiting.
“I’m
definitely interested in handling at least one more dog,” he said.

the St. John Police Department in 1990. He served five years in Dolton,
Illinois as a Patrol Officer, Detective division Tactical Officer and a
member of their S.W.A.T. team. He is a Patrol Supervisor, Drug
Interdiction Unit Commander and the Reserve Officer Program Coordinator.

Chip,
a male Chocolate Labradore Retriever, born March 15, 1990, was one of the
first dogs to join the Harris County Sheriff's Department Canine Unit.
As were most of the Department's original dogs, he was donated to the Department
by a citizen in Harris County. Chip's was trained by Joey with assistance
from Kenny Ray Hartman and Greg Bisso of the Houston Police Department
Canine Detail. He was originally trained as a Narcotics Detection
dog, however, during tracking training, he was found to possess some unique
qualities in aggression or bite work not normally found in a Labradore
Retriever. He was then put through some simple handler protection training
and as he excelled in that area, was trained in building search and area
search. Chip's nature, drive and intelligence allowed him to be one of
the few Labradore Retrievers in the country that was able to be fully trained
as a Patrol/Criminal apprehension dog. In his 4 year tour of duty, he was
responsible for over 3500 pounds of marijuanan siezures, 300 kilos of cocaine
siezures, $300,000.00 in cash siezures, and over 150 arrests as a result
of criminal apprehension work.

In
memory of dedicated service, courage and friendship to the "show dog" of
the Springfield Police Department. Cen's awards included the team placing
first at the USPCA Region 16 Trials in 1993 and ninth place at the USPCA
National Patrol Dog 1 Trials. And the following year, 1994, Cen and JR
placed first in the nation in the obedience phase. Cen is buried in the
Springfield Police K-9 Academy Training Fields where he was laid to rest
during our Basic Patrol Dog/Drug Dog Handler's course. A good german shepherd
with a nose to match!!
